7 Tenth Amendment
Часть Билля о правах [ Bill of Rights]. Определяет принцип федерализма американской государственной системы: "Полномочия, не делегированные Соединенным Штатам Конституцией, и не запрещенные ею для штатов, сохраняются соответственно за каждым штатом или за народом" ["The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people"]. Хотя "сохраняемые за штатами (зарезервированные) права [ reserved powers]" в поправке не перечисляются, традиционно они включали вопросы местного самоуправления, образования, регулирования торговли, трудовых отношений и бизнеса, наследования, а также вопросы брака, разводов и иных семейных отношений. В таких вопросах, как судопроизводство, регистрация банковских уставов, налогообложение и здравоохранение полномочия делятся между федеральными властями и властями штатов.
